Unable to update Windows 7 - Error code 800703F1

When I try to run Windows Update for important updates the system downloads and installs the updates.
I am then required to restart the PC.
When I do so I get the following:
"Failure Configuring Windows Updates"
"Reverting Changes"
The pc then re-starts and tells me I need to install the same important updates.
The updates causing particular problems are:
KB2922229
KB2843630
KB2928562
In addition I am unable to install the Internet Explorer updates issued last week.

I have been able to install optional updates but no important updates since 10th April 2014.

I have tried:
Standard Windows Update from Control Panel
Manual installation of the updates
Also tried in Clean Boot
Manually re-set Update Components
All with Anti-Virus and Firewall turned off.

Any other suggestions would be greatly appreciated.
