Unexpected performance issues despite good hardware

Hello. I am having horrible issues playing basically any game. Before starting, 2 "unfortunate" events had happened to my PC: 1. Once (almost a year ago) someone unplugged one of my RAMs (2x4gb) while the PC was turned on and the PC didn't recognize that stick again until I changed the slots, other than that no issues. 2. One of my PSU cables caught fire once but it was the CD-Rom cable, everything else remained untouched and working properly.

I have ran diagnostics and performance tests, everything looked good except the SSD, and nothing seems to justify why I can't get more than 40-50 frames in M&B warband, 60 in Dota 2, 80 in Morrowind , all REGARDLESS of the graphic settings (meaning that it happens with settings either on the lowest or highest) and on 1280x1024, as it is the monitor's stable resolution (anything higher is forced and won't be strecthed properly, will only be listed as an option if I manually untick the "hide modes that the monitor cannot display" option). Some people told be that the gpu is bottlenecking the cpu, it still didn't make sense that a AMD R7 250 would not be able to run Morrowind, so I bought a new one and absolutely nothing changed. Drivers updated, everything up to date.
I will attach photos of my specs, benchmark tests and diagnostics and I will be kindly waiting for help. I will also add that desktop "Refresh" is laggy as well. Thank you!
