Solved Universal Theme Patcher Restart Freeze and Performance Light Always On

Universal Theme Patcher : after successfully patching and restarting
my restart began freezing every time and my start up took longer than before even after restoring the files nothing changed.
I have Windows 7 Ultimate x64 SP1 Build (7601) .
I tried the SFC /SCANNOW while in normal mode nothing happened and my system restore was off and after turning it on I couldn't specify a limit and I keep getting an error 0x8007007B.
Please assist by either supplying me with the 3 files and their registry or a solution that does not involve deletion of my drivers .

The restart issue seems to be related to my HDD so boot freeze .

Please assist my PC is new and it was written that the universal theme patcher is compatible with windows 7 x64 on this forum which is not and I tried to do a repair but there is no repair in the F8 when booting .
If there is a registry fix for fixing windows restart while a external HDD is plugged in please supply .
This is a serious problem from a simple theme patch even after I restored all 3 files nothing changed .
