Update category different on different PCs

Two different Win7 PCs. On one, the .NET 4.8 update is "optional", on the other it is "important". Same KB. They both have all prior .NET updates in place. What gives?

Win10 win 8 win 8.1, Win7 what Home Premium, Ultimate, Pro, x32 x64 what peripherals are attached, what software are you running, if it's not exactly the same then why would you think all the Windows Updates will be the same. It is not, they are not for a plethora of reasons.
