Update error 80246008, Restart on Shutdown, dll startup error

This is a family member's laptop. It is a Dell Inspirion N4110 running Win 7 Home Premium x64
They gave it to me complaining that the shutdown button restarts the computer and will not actually shut it down.
So I checked its preferences, they were fine. I went into the registry and changed the value from 1 to 0. That didn't work. (I changed it back)

I noticed on start up there is an error (it still pops up) that says there was a problem starting c:\users\blah\AppData\Roaming\homsp.dll The specified module could not be found.

The I decided to run a virus scan. Their McAfee had expired so I uninstalled it along with some odd software from a company called SysTweak or something and installed AVG and Malware Bytes. Those full scans came back clean except AVG found something and removed it but it wasn't of any significance to this issue.

I decided to check Windows Update, it wouldn't run. So I tried to restart it in Services and it wasn't there. After some piddling I found a program that supposedly fixed the problem for you. It was called Fix WU. I got it Softpedia. After running it the Windows Update service was back. I was able to install some updates and thought all was well. Then there were more updates. I tried to install them and got an error 80246008.

So I then realized BITS wasn't listed in the Services, either. I found a download (» [SOLUTION] Windows Update and BITS services missing) that contained reg files for Windows 7, installed it, ran the bits file and then restarted the PC. After login the homsp.dll error came up again and I started Services and BITS still wasn't listed.

So out of curiosity I tried to update anyway. "Most recent check for updates:" said "Never" and so did "Updates were installed:" When I clearly did update something before the restart. Anyway, I clicked Install updates and it started working! I went to Services and BITS was listed! I waited until the updates finished and restarted the PC. The error still pops up at login, the BITS and Windows Update are still in Services (thankfully), and two out the many updates failed - Security Update for IE9 for Windows 7 for x64-based Systems (KB2757638) and Cumulative Security Update for IE9 for Windows 7 for x64-based Systems (KB2809289). Oh and shut down still restarts the PC. What's going on? Any ideas?

I'm in no way a expert on such things but I did notice something you found.

Their is no way of knowing all the things a program like that has done. If I had to repair this computer I would start with a repair install.

Give this a good read.

Then I would install MSE for a anti virus and use the built in Windows Firewall.

Little note: If you didn't use McAfee's online removal tool their could of been left overs of McAfee on the computer when you installed AVG and that would be just more problems.
Any anti virus program you remove I recommend using their own removal tool found online.

Thanks. And to beat it all, the SysTweak program was some sort of anti-virus. I thought it was something they just had without looking into it I ran a scan - probably didn't help my cause. I am having to return the PC so hopefully I can walk them through the repair *fingers crossed*. Thanks for the input.

Wish you all the luck. It can be very difficult to save someone else computer.
Most shops around here just do a clean install and install MSE set to auto and hand the computer back. Give the customer a copy of things to do and not to do.Then get the money and wait for them to come back for another clean and install.
The customer didn't read the list of things to do and not do.
