Please do yourself a favour - and your computer - and uninstall Advanced System Care and IOBit Malware Fighter.
Both are rip-offs (bad ones) of other software, and are more likely to cause problems than cure them.

You appear to have Rogers AV/Firewall/AM installed - but disabled - as well as having MSE installed.
With the Rogers software disabled - is the Windows Firewall enabled, or not?
I would recommend uninstalling the Rogers software, and enabling the Windows Firewall.

Rogers was an old internet service provider I had, it no longer shows in my uninstall programs list
It show in 'services' only, but I don't see a way to uninstall it.
MSE firewall is enabled .
I have uninstalled IOBIT.
Thankyou for the advice much appreciated.

Try using Revo Uninstaller to get rid of the remains - if it can find them.
Revo Uninstaller Pro - Uninstall Software, Remove Programs easily, Forced Uninstall

Other than that...
The Rogers software appears to be provided by RadialPoint - you should contact Rogers to ask for manual removal instructions, or see the following search results...
ActiveKB Knowledgebase

I see that at least part of the package is provided by AVG - so it may be worth running the AVG removal tools

Download tools and utilities | AVG UK
download and run the AVG Identity Protection removal tool and reboot before running the 64-bit AVG 2012 remover

Thankyou for all your help, would you have any idea why my internal memory card reader wont work i can upload pictures from my camera using the usb cord but not directly from the SD memory card, but the memory card works in a different camera so there is no fault with the card itself.

Check in Device Manager and see if there's any problems showing there - if there are, uninstall the affected devices, and reboot - Windows should reinstall them and fix the problem.

Update REQUIRES WIndows Firewall Service - Is it missing?

Check to see if the Windows Firewall Service was missing.

Please confirm that your "Windows Firewall" service is listed in "Services.msc". If not see: (Windows Firewall damaged by 'Windows 7 antivirus 2012'). There is a link inside that post that resets the service. Once you run the tool to fix the service restart the computer and ensure the "Windows Firewall" service is listed and proceed to try your update again.

The user I worked with had McAfee Firewall installed and I can only assume it removed the default Windows one which is apparently a prerequisite for this patch.

One would assume that since the OP's last response to the forum was 9 months ago, the problem is resolved one way or another :)
