Update KB2647516 will not load

I don't see much written on this, so it would seem I am one of the few unlucky people that can not get this critical update for EI9 to load. Have tried all the suggestions Microsoft suggests and even had it to a tech to look at, no simple solution seems to be available. Where else can I try to get some help and what's everyone's opinion if I just don't download this update?

What error do you get when installing it?
Have you tried installing in a Clean Boot?
Have you checked for malware using a malware scanner - not just an AV? What AV/Malware apps are loaded? When were they last updated?

What other updates are you having problems with, if any?
