Updates fail on W7 and W10

An HP z800 computer with an unused, new Windows 7 Pro.
I started off with upgrading and the upgrade kept running with no results. I then created a restore point. Then I uninstalled the few updates already on the computer except the uninstallable Update patch. I ran again the update - and it keeps running.

I then opted for the Windows 10 upgrade. The Windows 10 upgrade is running with no advance to completion.

I don't know what to do. This install is OEM - I do have a HP 3 set Windows 7 Pro restore cd's I could use however I shouldn't have to do this. It's all new and fresh the OS and the machine.

I am inclined to installing retail Windows 7 Pro - that is familiar territory.

PS I bought for the company two of the HP Z800 - the first one I updated and so forth - no hitch. Then I run into this difficulty. Let me know your thoughts if there may be a fix. At least I have the restore that can take me back to when I started this adventure.
