I found this huge thread on Microsoft's site regarding this exact issue, and a couple of Microsoft Professionals posted a bunch of different options, some of which worked for certain people.
Having said that, it looks as though this is still a major problem with no official fix provided from Microsoft

RED X comes up windows7 ran into an unexpected error please reinstall windows upgrade advisor and try again. So I uninstalled then reinstalled and still get the same error. My computer is now running XP.

Have looked at the very long thread but not too thoroughly. Can't see that anyone suggested tryin gto install and run in safe mode! Might be worth a try!
