I've run into the issue when links in emails would not start. I fixed it by editing my registry, specifically the "HKEY_CLASSES_ROOT\https\shell\open\ddeexec" and the "HKEY_CLASSES_ROOT\http\shell\open\ddeexec" keys.
Deleting those keys and rebooting fixed the issue.

As an aside, please don't mess with your registry unless you first back it up.
