I have a Verbatim pen drive, the capacity is 16 GB. When I start any transfer, say of a 300 Mb file, the first 200 Mb of data gets transferred at about 100 Mbps, then it freezes for at least 2-3 minutes after which the last 100 Mb will get transferred at 8 Mbps. This happens with every file. I reinstalled the USB 3.0 drivers and the pen drive is connected in a 3.0 port. Any suggestions?

The system and/or USB protocols allow for data transfer safeguards. The system will always throttle back to the safest possible speed to insure correctly transferring the ones and zeros. For instance if a file is on a spinning disk and is badly fragmented the transfer will be slowed down to allow the disk time to find and access the data from all over the platter.
Dropping from 100 to 8 is dramatic. So I would immediately suspect something amiss with the file system or disk health on either the stick or the disk it is transferring from/to. Good excuse to run dskchk and/or the manufacturer's diagnostic anyway. Can't hurt, might help.
There are other factors that can affect file transfer rates. Say you were trying to multitask and transfer the file while editing video or scanning for viruses or something. That would definitely throw a wet towel over the process!
