USB Data Issues

I have several USB ports that are hooked up (and have worked perfectly before) that arent working correctly anymore. They supply power but do not send or recieve data. I just noticed it recently when I reinstalled my OS it may have happened before but I havent used those ports in awhile.

What I have done is turned off all power saving settings, turned off all power saving for USBs, and when to divice manager>usb>usb (all generic and root hub) and turned turned off "allow the computer to turn this device to save power".

Any tips or advice would be helpful. If I am missing any information required do let me know.
