USB devices won't install - SFC fails to repair

I noticed recently that USB devices won't install on this PC. I keep getting "Windows requires an interactive Window session" when trying to install devices, but when I plug them into another PC running the same exact OS (on different hardware) it installs fine. The most recent device is a Logitech MS225 wireless mouse. Device manager won't install/recognize the wireless receiver even though the mouse is Windows 7 compatible. After searching the Logitech forums I found some information stating the usb.inf can get corrupted and to replace/repair that. I tried replacing it from the winsxs store and downloading it, but none of the files resolved the issue. I decided to run SFC and it detects errors but fails to fix them. I've tried booting into repair off the DVD and running "SFC /scannow /offbootdir:C\ /offwindir:C:\windows\" but it returns the same results. I've parsed the results of the SFC and attached them to this thread. I work in IT, so I'm pretty adept and can handle pretty much any instructions you throw at me. On a side note, when I boot off the DVD, the wireless mouse works fine. If reinstalling the OS is the only option, I'll probably just buy a new laptop.

Yea, the laptop is a bit old and slow and I was thinking about getting a new one anyway. I've seen the walk-through for the "Repair Install" and find the name to be misleading, because by following that walk-through you aren't repairing anything, you're just doing a new install where it keeps the old files and folder structure around. If I was going to do that, I'd just back up the files I want and format the HDD and do an actual fresh install, but since the laptop doesn't have much value to me anyway, I might as well start with a brand new laptop instead.
