Usb flash drive acting like a cd drive

My cousins flash drive is acting like a cd drive and I have no idea why or how to fix it. You can't do anything with it because it tells you to put in a disk, I tried formatting it and when I clicked format nothing happened. Does anyone know how to fix it or should he just throw it in the trash?

Have you tried to format it in Disk Management or just by right clicking in My Computer. If you haven't tried it would be worth it going into Disk Management and trying it there
