This has been happening, sometimes often, sometimes not, since I installed this motherboard, a while back. Sometimes BIOS drive detection has a significant delay while looking for the USB controller, and sometimes it doesn't apparently intialize soon enough for all USB devices to function properly...particularly my USB mice, which are of a variety of models.
The mice will not have any control over the cursor, until I replug them into the USB hub, even though the hub's LED for the mouse is lit.
It is possible that the motherboard is just getting old, but if that were the cause I would have expected for the USB controller to have totally failed by now.
I'm wondering if there is anything that can be done to facilitate the USB system, other than setting it for high speed and 2.0 in the BIOS, or if I just simply have to live with the problem, until upgrading the system?
