Basically any storage device I plug into my USB ports ends up crashing my laptop. I go into device manager and it will say External HDD under Universal Serial Bus Controllers then I click uninstall (because after the laptop restarts I can keep the external HD plugged in but it wont show up on my computer) then I unplug it and replug it and it crashes again I've tried updating all of my intel chipsets and as many drivers I can think of if anyone can help me it'd be greatly appreciated.
I would, but I have important files on here that I would move onto my External HD, but I can't since my External HD won't connect to this... Is there an easier way to update all of those drivers other than googling every single one then replacing the .sys file in system32\drivers\ folder?
That's not how to do it. You have to install using the device manager from the .inf or by running the .exe that installs. Yep, you have to Google.
For clean - You can clean install to where Windows is now and it will put everything existing there into Windows.old folder. You can go through it for anything you'd like to keep, once back at desktop. Boot to the DVD to do this.

Note the install location on the computer where the drivers were installed from the CD
del %systemdrive%\windows\syswow64\drivers\swmsflt.sys
del %systemdrive%\windows\system32\swmsflt.sys
Search for swmsflt64.sys in the install location (dir /s swmsflt64.sys) and note the location
Copy swmsflt64.sys from the above location in step (4) to %systemdrive%\windows\system32\drivers\
Rename swmsflt64.sys to swmsflt.sys in %systemdrive%\windows\system32\drivers\
