User account control not working

If open user account and then click 'manage another account', nothing happens......
I have put the UAC slider all the way down...now i cant even open user account control when i click on it,nothing happens............
On the whole there is no response on anything which involves UAC verification........
Any operation with the UAC shield beside it has no response...........


I am getting bugged up with this problem,i cant even uninstall a program.......
I dont want re-install windows........

You might have damaged or missing system files. Try running System File Checker,

If that doesn't work you could try a repair install. You won't lose any personal settings, files, folders, etc.

Try creating a new Administrator account. If you can then you may be able to access UAC settings again.
