User Account has disappeared in Control Panel of Windows7 Ultimate

Hello.
Can anybody help?
For some extraordinary reason The User Accounts Icon has disappeared from my Control Panel of Windows 7 Ultimate 32bit & therefore cannot access User accounts. I found this out when i could not change the user account picture.

Many thanks have tried restore but still no luck . are there any other methods of trying?

Have you tried to toggle from differnt veiws. Upper right corner of cp has catagory then large icons or small icons? Might be like a refresh. If that does nothing. Might give this tutorial a try

Can you still get to User Accounts? Click on Start then type user acco - User Accounts should show in the window, just press Enter. If that works at least you have a work around.

Success!! have solved it by looking at system file checker & did a re-install of system option which saved my files!! using the install disk.
