User Account Name Change Failed

The User Account name on my hard drive does not agree with the name change I made to the Users on my Control Panel.
What should I do?
When I tried to rename the account on my hard drive I discovered I did not have access to the Rename feature.
Do I need to create a new account and delete the old one?

In an administrator account, activate the built in administrator and try making the changes with that account
Built-in Administrator Account - Enable or Disable
