User account only has (Special permissions) checked.

User account only has (Special permissions) checked and I can't get it to change. I have activated the Admin account and I have gone into the admin account and tried to change the account permissions their and it shows that it does them. But when I try to run Avira or AVG it says that it can't because of permissions on this account. So I go back to the user account and it is set back to (Special Permissions). When I am in the admin account ever thing works great. I have scanned the computer many times looking for spyware but i can't find anything. Anyone have any advice. This is on a Toshibe Laptop running Win7 Home Premium.

Just sounds like they're being inherited from parent folder/directory/secpol

Yeah that is what is happening every time I try to change the permissions using the hidden admin account it creates an inherited account that has all the boxes checked but when i try to run the Avira or win defender I still get the same message.
