User Accounts Question

I am using a user account (different from administrator)

Is there a way to transfer all the settings (programs downloaded etc) over to the administrator user account and start operating from there. It seems to create fewer problems.

Well... if installed, maybe there is a tool for transfering you progras to the new account (I never such a tool, but it may exist).

Anyway, I recomend you NOT to use the default admin account, if you need admin rights and know what you are doing, just use another admin account or create another one with admin priviledges, using "Run as admin" should suffice for "complicated" operations.
