I use LunaPic a couple times a year just to add arrows to a photo, pointing to something contained therein because I have an old ArcSoft PhotoStudio 5.5 on the computer that doesn't have an arrow function. If for example the original photo size is 817KB, it is uploaded to LunaPic where I add some arrows, then when I save it, the photo is only 375KB. How can I keep the photo close to the original resolution?

Get your photos on your own drive.
This program should meet your needs. It is free but I have donated to it because it so good and I use it all the time.
Download FastStone Image Viewer

It is my primary viewer even though I use photoshop + numerous plugins. Faststone will do really good basic editing, cropping etc and has a drawboard allowing you to add arrows, text etc. Resizing is no problem.

There is a portable version on the link so you don't even need to install it.

With the portable version you have nothing to loose. Like most software you need to play around a bit but FastStone is reasonably plain sailing. Btw I like the black background setting.
Also you can link from Faststone to other software such as photoshop/ photoshop elements.
