When launching VEGAS 18, 17 or even 16, I'm faced with this same error.
The only solution I've found on the web is "disable your graphics drivers", which I'm not going to do because I need my graphics card to see my screen.
Edit: I've already ran sfc /scannow, so don't recommend that I run that.
