Okay This is a lot easier than you think:). is your computer a specific model from a specific manufacturer? Dell i assume?
Also what type of install here? Like original the way u bought it? or clean install?(removes the crapware the companies put on the pc. but you could lose certain things.)

Trying my best to learn.
I'd start with a full virus scan then:

SFC /scannow elevated command prompt or from WinRE off a Install DVD, to verify your Windows 7 install files and replace.

One A/V scanning option:

or:

I use the beloved malwarebytes.org's awesome product, it's free for scan/removal, and they have a rootkit scanner/remover in beta as well to try for free.

When Windows goes that far south, it's usually a virus or file corruption.

OP claims basic windows functionality is broken (things not related to video mentioned) is the key part of their issue description.

Hi craftingffa,

You should check this link out as you might be able to fix the issue rather than going through a fresh install of windows:

http://www.sevenforums.com/tutorials/220165-troubleshooting-steps-windows-7-a.html

If you still wish to do a clean re-install of windows then you can follow the steps in link below:

http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164

And to download drivers as you have a DELL system please check this site to download the drivers:

Keep us posted with the results so we can advise you further.
