Video Card Line Issue

I am having a problem with a line at the bottom of my monitor. The line splits the video and doesn't match the top. The video card is a Radeon 6850. It is not overclocked and isn't overheating. This is really annoying especially when playing games. Attached is a video so you can get a better understanding of what I am seeing.
