Video Stuttering after reinstalling Windows

What would cause the video to stutter? Whether I am browsing the web(such as scrolling up and down), watching a video, or playing a game my video output is stuttering for some reason. It all runs normally like it should but ever 2 seconds there is a little stutter or hiccup and it happens like clockwork.

It only happened after I reinstalled Windows and formatted my HDD a few hours ago. Installed video drivers and some other updates it didn't fix the problem, and its not the HDD because it does it whether I run off something off my other drive. I reinstalled Windows a second time and it didn't fix it. I have tried 2 different monitors and thats not the problem.

Its not a performance issue so I am lost. :cry:

from NVIDIA DRIVERS 270.61 WHQL

If so, try reinstalling your video card making sure card and all the contacts are clean.

If this fails, try testing your RAM:
RAM - Test with Memtest86+

I tried that one and it didn't fix the problem. Also heard that driver was cause a lot of issues so I downgraded to a safe driver. Gonna try cleaning my card as it is a little dusty and I did do a half ass cleaning job on it earlier today.

It might not be a bad idea to blow some air into the pci-e slot while you're at it.

Gonna try cleaning my card as it is a little dusty and I did do a half ass cleaning job on it earlier today.

Reinstalling the card also works in a lot of cases. Plus when you pull it out you can clean it better and get into the slots. Take your time and go over it closely.

Check your cables and connections while you're at it.

Remember to touch the case before touching any electronics.

 
Unfortunately that didn't help, at least I didn't fry my card in the process of cleaning it.

All I didn't was format my hard drive and reinstalled windows, I don't think it could have been anything physically wrong. It has to be something like drivers or something along those lines. But I can't figure it out.

Check you memory with something like MEM32 and your hard drive. Apps for both can be found on the Ultimate Boot CD. Paged memory writing to a bad hard drive could cause it.

Well I started up Dead Rising 2 and it doesn't seem to be doing it as much now I think cleaning the card might have helped. Ran out of canned air so I will get some tomorrow and see if I clean it a little more. Thanks for the tips.
