Virtual PC will not download, even with Virtualization Technology

My HP dx7500 will not download the Microsoft Virtual PC. I did enable Virtualization, but the installer still kept on failing. I have done this multiple times and it just says "Failure configuring Windows updates". It reverts changes and I have no idea how to fix it.

Are you "VMing" Windows XP Mode?

What do you mean by "VMing"? I guess I am trying to get Windows XP Mode working with the Virtual PC.

VM - Virtual Machine. I missed it, precisely which Windows 7 are you using? I ask because it is easier to prep a Professional or greater Edition. I might be able to copy and paste a list of EXEs. MSIs, etc. that might work for you. Please tell us which utilities and WUs you tried already.
