Solved Visible Content When Moving a Window

I know there's a setting somewhere that keeps a Window's content visible when you're dragging it around. It was behaving that way till recently. I think a MS update might have reset it.
Anyone?

If nothing else try a System Restore. Select a time/date before it quit working properly.
