VPN for downloads. Don't work!

My VPN worked up until midday 29/01/2010. Then connected but no flow of bytes. I thought there might be something wrong with the software but after several attempts I got suspicious. So I turned on my other ISP and found that it all works fine on ISP2. So it turns out my ISP1 is blocking my VPN.

Can they do that?

Your ISP can do whatever they want whatever is in the legal congrat... should give them a ring
