Solved W-7 will not shut down

When the SHUT DOWN is toggled the screen goes off (as normal) but the computer keeps running. Holding the START button on the case (which usually shuts it down) will not shut it down. Unplug the computer and it stops (naturally). Plug it in and it begins running again (but no start up). Have managed a couple times to get it to restart and it works normally. Still when SHUT DOWN it keeps running..
Problem is: cannot get access on start-up to the MACRUM REFLECT boot disk.
Any Ideas? :confused: THANKS

Maybe more background would be helpful

Hmm? I purchased a rechargeable flashlight NITECORE HM20 that came with a USB cable for recharging. Manual stated it could be charged from computer or a USB power supply device. Plugged this into the computer USB and computer functioned normally- until I tried to shut it down. That is when it shut down but the fan and case lights would not stop running. Unplugged- OFF. Re-plugged- ON, fan and case lights on but no start up. Can not get it to start up again since last post. The Computer has a modular KINGWIN MACH-1 700w PS in it, seriously doubt it has problems. Thinking maybe something was cross-threaded by the USB charge operation? Since discovered the flashlight will charge from a KINDLE wall plug power supply, so that is what will be used in the future.
Any thoughts appreciated..

Many goodie devices come with a USB connection but that doesn't mean they will work plugging into a Windows 7 computer.

Some how, some way that goodie device is telling Windows 7 not to shut down while charging.
I personally would never plug in such a goodie device into any computer.

You could try something like this to do this kind of charging.

Great advice, albeit a little late:o Actually, the light has functionality problems that are unrelated to the USB charging, so it is going to be returned.

That aside; any suggestions to correcting the problem? I am thinking I will verify the power supply is working properly with a voltmeter. If so, I will pick up a SSD and try to reload the w-7 system on a clean drive. Hopefully, the MB is ok and that will take care of it.. (I am no GURU- just feel my way along!)

Thanks ERIC; Think I missed the window of opportunity when it managed to startup yesterday. Won't do it again! Think I'm down to a clean HDD and a fresh system reload.

Power supply voltages check ok. Wiped the current system HDD and was able to load a fresh copy of W-7 Ultimate. After finishing reload found it would RESTART in the proper manner. SHUT DOWN through proper on-screen manner. Noted fans and lights still running after system shut down. Unplugged power to reconnect the second drive with MACRUM REFLEX system copy on it and found fans and lights to be still running when re-plugged in. Would not boot up- Hard shut-down (panel power switch) still would not work.

Know power supply could possibly be intermittent, but believe in most cases if it is not burned out and is working it could be assumed to not be defective and not be an 'on again-off again' situation?

Apparently it does not ring a bell with anyone. It seems to me that possibly the power button on the case, which is hooked to the MB, and has to work a control circuit of some sort that got fried by the 'goodie' device. If that is the case, it should account for it being stuck in ON and possibly keeping it from posting? If so, maybe the posting is intermittent which allowed for the fresh w-7 reload.. Pardon and misuse of terminology.

Just when a PC power supply turns on and off is controlled by one wire, from the motherboard to the PSU. So the first thing I would try, related to the mobo, is to remove all power from the system.
Then remove the cmos battery and check its voltage. If it's below 3.0vdc, then replace it, but do not put the battery back in for at least a half hour, to give the cmos plenty of time to drop down to zero.

If your problem is truly in the motherboard, that just might fix it.

Had a similar issue, and it was the motherboard. But, I would try another power supply before I replaced the MB.

On the psu 24 pin power plug, there is "one" green wire to this plug. (between a bunch of black wires) Unplug everything from psu & 'jump/short' the green wire to one of the black wires. The psu should start & continue running until you disconnect the jumper.

I myself do not bother unplugging everything, I just do not want anyone blaming me for frying anything of anyone elses, , , ,

This is a good way of checking psu voltages, although under no load.

Battery was something I was wondering about, but dismissed it from not understanding exactly what it does. Also, risking wearing out my welcome, When does the HDD spin up/start to run and when does the HD activity LED blink?
I have the feeling that the problem may be 'reversible' due to the fact it let me reload a fresh W-7 onto a wiped HDD- even tho it would nor restart again. [Or NOT] Will give your suggestion a shot tonight..

Not all power supplies have the switch, but in any event, OP already stated that removing power would, of course, shut it down!!

Battery was over 3v. Left out 3 hours and replaced- acts the same. It is an older computer used by my wife, no major loss so she gets another one. Any way to isolate if it is the PSU, MOBO or CPU? Should just toss it but I like to tinker with things in my spare time..

The PSU toggle switch behaves exactly like unplugging the unit. ON- everything (PSU, fans and lights) run, but it will not post (present any video). Off- shuts down.

Some of the suggestions elude to the 'green wire' as being the sole connection to the MOBO. If so, it has to be a control circuit allowing the MOBO to turn the PSU off and on. Got to thinking and just unplugged the 24 pin main power plug from the MOBO and the PSU still runs until it is unplugged again. To me, that would suggest the MOBO may have dodged the bullet and the PSU took it in the shorts (no pun intended) :sarc:

If the PSU output voltages are present then the control circuit from the MOBO is being negated by some sort of stuck/fried relay system within the PSU. IS that possible? If so, is the MOBO not booting because it is required for the PSU to recycle as the first step of the booting process?

Realize this is getting a little technical and probably something most do not know, but I do not want to tear down another computer to substitute a 'good' PSU so will have to buy one if what I am thinking is a possibility.
