W7 and Vista (network) Permission Problem

I'm having trouble networking a Vista PC and a W7 (professional) PC on my home network. Each PC can 'see' the other computer, but when I try to access files and folders from either PC, I get a "you do not have permission to access ......".

Each PC can successfully ping the other.
Both PCs appear connected to work-group: WORKGROUP
I have files 'n folders shared on both PCs.
Password set to none on both.
The W7 PC location is set to "Home".
The Vista PC location is set to "Private".
Firewall for both is ON and exceptions set to allow files and folder sharing together with AVG antivirus.
Both PCs can access the internet OK.
The W7 PC is connected to my Netgear N600 router via a direct wired Ethernet cable to the router.
The Vista PC is connected via the N600 router's WiFi.

other:
The Vista PC will print to the WiFi Brother printer.
The W7 PC will print to the WiFi Brother printer.
The W7 PC will NOT print to a different Brother printer that is USB connected to the Vista PC.
A W10 Toshiba Notebook PC can see AND access Vista PC files and folders, but NOT W7 files and folders.

What is causing these (W7 related .... I think) Permission alerts, and how do I solve this ???

I think your problem is Password set to NONE
You can set password or do steps like it is described :

Click Start, point to Run, type gpedit.msc, and then click OK to start the Group Policy Editor.
Open Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options\Accounts: Limit local account use of blank passwords to console logon only.
Double-click Limit local account use of blank passwords to console logon only.
Click Disabled, and then click OK.
Quit Group Policy Editor.

Actually, I never set a password: and didn't put in the letters 'NONE' or any other letters or characters.

I have made some progress by trial and error, but don't really understand why.

I've managed to share a printer attached (USB) to the Vista PC, and I indeed can share SOME folders using the Vista's "File Sharing Wizard", I still cannot share Vista's C-drive, only SOME c-drive Vista folders.

When I right click on some c-drive Vista folders, and click share, the File Sharing Wizard pops up allowing me to successfully share that folder. On other folders, a different - more complex - sharing popup appears, that I have been unsuccessful in getting to work.

Why I can successfully share some Vista folders and not others is a complete mystery to me

Any ideas?

I know you haven't set password = NONE
I ment that password shouldn't be =""
Blank , zero , nothing
Windows 7 by default want you to make password. If you don't want then do steps I mention in my first post
