On one computer where I work we were having this problem, and disabling malwarebytes fixed it. Not sure what that was about, but it was a good straw grasp. What kind of network cards? I've only seen this problem with realtek devices. After installing a broadcom NIC in my HTPC the issue stopped, although shortly thereafter the problem stopped on both of my HPs also.
