W7 reinstallation after SSD crash blocking Defender and Bluetooth

I recently suffered a hard disk (SSD) failure on my W7 professional 64 bit Dell Latitude. Dell's engineer installed a new SSD and W7 from a new USB supplied by Dell. Several things didn't work but in particular Windows Defender would not run, message "Windows Defender blocked by Group policy.

The laptop was shipped with Bluetooth which also used to run properly. However now the application will open but I cannot get it to find any other device. I have ticked box - Make this PC visible to other devices.

Can anyone advise me of fixes for these two issues. Dell simply say - refer to you IT administrator...I'm a retired accountant...no IT dept. to run to.

It seems that the Dell's engineer DIDN'T installed win 7 pro but did a disk image recovery. (The faster and easy way).
Win 7 pro can have Group polices set to avoid some installations.
As he cloned a similar laptop on yours with some customization s, you'll never know what you have.

If you do have a COA key, my advice is to do a clean install.
- Make an image of your SSD on another disk. Macrium Reflect Free
- Save your data on another disk.
- Go to Dell site and download the Win 7 drivers for your laptop.
- Download the MS Downloader - https://www.heidoc.net/php/Windows ISO Downloader.exe

- Run the tool, select windows 7, language and Win 7 pro OEM to download.
- Burn a DVD or use Rufus to install on a USB flash disk. Rufus - Create bootable USB drives the easy way
- Do a clean install deleting all partitions on the SSD - Clean Install Windows 7

For the updates - MS releases SP2 for Windows 7
