A question for the best forum around.
When I finish using my laptop, I put it into standby mode, what I have found is about one out of ten times, on the wakeup I get a frozen cursor/mouse, I can move around with the alt commands, but not with the cursor. The only way that I can get it back is by rebooting.
Hope I got the right place for the above question.

When it freezes, have you tried pressing

'Fn' + 'F7'?

That is the default shortcut for locking and unlocking the mouse. If that unfreezes your mouse, we can find a way to stop it happening after hibernating in the mouse properties.

So this happens rarely after you wakeup from hibernate? Hmm...
Just looked for your laptop on Dell's website, can't seem to find the exact model
The closest I got to is the 2nd one down on this website.

Laptops & Notebooks | Dell United Kingdom

Will continue searching. It could be a driver conflicting with Windows hibernate.

Drivers and Downloads

Try downloading and installing the Synaptics touchpad driver.
The thing is, we can't test it until it freezes again, which will be a pain. :(

There seems to be an issue with some dispaly drivers so try updating your graphics card driver.

Okay, how old is the laptop? Did it come with Windows 7 or did you install it over Vista/XP?
As I said before, the driver installed now might be conflicting with Windows Hibernate, so we need a 7 compatible one.
If it is a pre-Vista installed laptop, and there are no drivers for Windows 7, there is no way to fix it.

(Unless you can edit the driver file to make it compatible with 7, but expect that isn't possible, or extremely difficult to do)
