Wanting to increase Dedicated Video RAM, in order to play Skyrim

Hello, I downloaded Skyim from steam a while ago and after it had downloaded I was able to load the game up, however the lag was unbearable. It was simply running too slowly.
I tried seeking help in various other places, but after looking in detail trying to see what the problem was I finally discovered that my Dedicated Video RAM was the only thing that was too low. It's a mere 64 MB and I need to try and get it to 512mb if I can.

I've seen various people say that your dedicated memory can be increased, other have said that it can't be increased though. Which has left me utterly confused.

Here are my System details.

Manufacture: Samsung Electronics
Rating (Windows Experience Index): 3.3
Processor: Pentium(R) Dual-Core CPU T4400 @ 2.20GHz 2.20GHz
Installed memory (RAM): 3.00 GB
System type: 32-bit operating system

I'll try give any other necessary information if people let me know what they need/how to get it if the problem can be solved. If not then I guess that means I'd have to purchase a new computer?

You may be able to adjust the amount of RAM allocated to video in the notebook's BIOS setup.

The information that you give isn't adequate to allow others to find your BIOS information online. You don't even mention that it's a notebook. I assume that it is, because the CPU you list is mainly used in notebooks. (Some all-in-one desktops use notebook components, that isn't certain.)

Always recall that "gaming notebook" is almost an oxymoron.
