OK, the Device Manager shows only your system drive and what is shown in the Disk Management as Disk 1 may actually be your card reader.

If you have a Multicard Reader connected to one of the USB ports, please remove it. Plug-in only your WD external HDD and check whether it shows up in the Device Manager and Disk Management.

If it does not show up, then probably your external HDD has gone bad. To confirm please connect your WD ext HDD to another working computer and check.

In most cases it is only the interface card inside the enclosure that gets fried (the HDD inside may be OK).

The best thing you can do is to take out the HDD from its case, put it in another external enclosure and check whether you can access your data. You may perhaps entrust the job to a professional service agency.

These are my thoughts. Please wait to see if other experienced members here can suggest anything better.

Just to add to what Jumanji said, to recover data you can take the hard drive out of the external drive casing and then connect it directly to your motherboard using the standard SATA data and power connectors to see if the drive is still working.

I have a HDD running in one of my systems that was taken from a faulty Freeagent GoFlex. Works great.
