Web developer here need browser which tests layout which works in all the browsers same? Right now my layout looks different in different browsers.

The only sure fire way is to test in different browsers, a browser that emulates others just isn't good enough, you need to use the real thing.

If you need mobile emulation then your browsers F12 tools are enough for basic tests.

Plenty of test sites which you can test for browsers and screen size are you testing PC or mobile?

There is no way around multi browser testing. Emulators, some websites and the like can help, but ultimately, you must test on the real thing, by installing different browsers, different versions and on different OSs and looking at the results, adjusting any possible difference.

A couple of browsers side by side is a good starting point. The portable ones are very good at that (you can have multiple, even different versions at the same time). I would suggest at least having Firefox, Chrome and IE as the bare minimum (IE being the only complicated, just because you can't install it side-by-side), as well as any other browser your potential users might use.

Also remember to test on other OSs too. Windows Mac, Linux, Android and iOS are the most common, and those are what you should test ideally.

Also due to the fact that Edge is the default browser with Windows 10 you should really include that in your range of browsers, (IE is in the process of being depreciated but still has a good market share due to business use for specialist web apps, dependent on your intended market segment you may also want to include Firefox derivatives such as Palemoon which have a significant, although small, presence in the developer/programmer/Geek market

There isn't a one size fits all browser. All of them have minute differences but Firefox, internet explorer, and chrome are so structurally different so there isn't any variant that can be used in place of all of them. If I where you I'd test based on those as well as Safari. Not only are the rest of the browsers not as heavily used but most of the rest are based on the same architectures.
