Webcam Over Ip Help

Hey I was wondering if anyone knows how I can setup my webcam privately over an ip, or where the only way to view it is if you have the ip address. I would like to use Microsoft Expression Encoder 4 to do it, but if there is an easier program or way to do it I would like to know. The reason I want to do this is because there is an app on my Windows Phone 7 that allows me to view webcams if I have the host name or ip address and I want to view my webcam away from home.

need a little more info.

is the camera a named make?
is it an IP netcam or just a computer attached webcam ?
are you behind a router on your home network ?

you can publish 'resources' on the web using DDNS, this means you choose a URL and link it to your dynamic ISP provided ip address, simply by signing up to their service. u need to be aware though that unless your connection is encrypted and you have the ability to choose a non standard port when sharing the camera that it is VERY much open to abuse from people who scan the interwebs for this sort of activity.
