They're a free forums host for
SMALL discussion groups, but their outages have become an annoyingly regular feature of their service. There's never any warning, or post outage explanation, they just shutdown for a day or two when they apparently fancy doing so - leaving hundreds of small messageboards and discussion groups off-air...
Even eMails sent to the TLD at forumcircle.com bounce...
