Weird display when highlighting text in Windows/Office

I've never seen this before, and I'd like to see if anyone else has seen this. When text is highlighted to do a copy/paste, sometimes it shows some strange graphical glitches. I've attached a screenshot to show what it looks like.

When I see weird things the first thing I do is shut the computer down and pull the power, keyboard and mouse cords from the back, wait a bit then put them back and try again.
