Weird file Windows made up loads on start after homegroup tomfoolery

I was just resolving a "Windows cannot set up a homegroup on this computer." message. It turned out I needed to re-enable services I never disabled under Administrative Tools.

Prior to that I tried disallowing Windows' homegroup management under Advanced sharing settings and logging off, then of course undid it. Which is where I guess this began. Now after startup I'm always greeted with this:

What? Really? My username is 'Pixel Eater', so what's this file Windows has invented and how do I make it stop? In Notepad it simply reads:

Okay, the too cool for an extension file was under C:\Users and ceased loading after deletion. I guess I still wonder if there's an entry somewhere attempting to start it or if it was a property of the file itself or something with the Users folder.

If not, I'm just curious what or why the file was.
