weird problem only on W7 on WiFi over laptops

Hi guys.
Each time I turn on laptops which have Windows 7,I can't do nothing,laptop doesn't respond as long it is showing this on the picture with Wifi icon on taskbar.
This process usually lasts up about 2 min and then laptop shows (auto connects) to my wifi network and then responds to my commands like running apps and so on.
The problem only happens on W7.
So can anyone tell me how to resolve this,and why does it happen?

the round circle just means its searching.

open up network and sharing settings, then manage wireless networks remove all but the one you want.

the other thing to try, do you have intel pro set installed or an OEM wireless connection manager,
they are not neccessary remove them. MS does it anyway.

are you running a vpn or AV with its own wireless management option that uses their servers for a more secure connection, i know Kaspersky does - turned it off on my rig

I only have my network under wireless networks.
No VPN no AV,the issue happens on 3 different W7 laptops.
