I have been playing Prototype & Burnout Paradise - The Ultimate Box at the lowest video settings
with Intel Dual-Core CPU 2.5 GHz
NVIDIA 9500 GT 512 MB
2 GB RAM
Win 7 32-Bit
and it was bad ---> Yesterday I had Upgraded The processor to
Intel Core 2 Duo 2.8 GHz
I thought I would have a big difference in performance .. but i was disappointed

NO DIFFERENCE AT ALL
(what is the problem?)
(should I re-install win7 ?)
(is my specs are low?)

The main issue here is the graphics card, which isnt very good. Processors dont matter much, epecially such a minor increse in the core clock. You should buy a new graphics card. I can recommend the Nvidia GTX 295 and the ATI 4890.

Both are a little expensive, but since you did change the processor, i imgine you have no problem with money.

thank you for replying ,
I think i had been coned (someone lied to me)
I thought that 9500 gt is from the good products which NVIDIA have

how can I know what is better when choosing a video card ?
Is the memory (Ex.: 512 Mb) for the card is the important thing ??

Games these days are mostly GPU heavy, meaning better GPU = better image quality, better performace, better in almost every aspect. Considering that you already have a 2++ GHz proc, you should change your GPU, 9500GT is entry level class hardware, it's no where near "good"... you need at least GTS 250, to get at least "moderate" performance. IF you have the extra money, go get ATi Radeon HD 5850, it's not that expensive, but packs a punch. If you don't mind the price, go get ATi Radeon HD 5970.

Listen, Heres what you need to think about to not get "coned" again:
1) the memory; The more the better, 1gb is good, and you need to look at how fast it is. Basically, if you want a really fast graphics card, GDDR5 is for you, If you want a little less costly one, GDDR3 is for you. I wont go into details unless you want me to.

2) the core clock. The GPU has a processor of its own like the main processor. If you want a fast GPU (graphics processing unit) a 750 mhz core clock is good exellent. The more the better. Currently the worlds fastest graphics card has a dual-core processor with 750mhz per core.

3) Nvidia (The way its meant to be played™) or AMD owned ATI (Bring Tomorrow's Visual Entertainment Experience To Your PC Today™) So the main diffirence here is that ati is cheaper, and i'd say leading the market at the moment. However some say that Nvidia lasts longer, and they were originally lightyears ahead of ATI.

Hope this helps on your decision

{5***HD 1Gb or 58**HD 1gb)what to choose ?
{9600 gs 1gb or 2** 9*** gx2 or 200 series} ?
first thing the memory at least one gb
second .......?

or should I go to the website and choose the latest? (that's can't be helpful)
because I live in place where you wouldn't buy easily from the internet to deliver you the item
I'm asking because I would have to choose between particular items in a shop

Well, ATI's version numbers are like this: 4(the general series, the first number)8(the power/fastness rating, the best it 9, second number)90(more specific series number, third and fourth number)
Nvidia is less clear with the older series, as only the series number is displayed i.e 9500. Newer models, like the GTX 295 have: 2(the series number) 95 (the power rating)
I would like know your budget to give more specific instructions.
