Welcome screen default language

Hi,

I use 2 language inputs. English and Persian. Since I use a password to log on to my windows, pressing Ctrl+Shift would be annoying, however the first option is EN in both the language bar and it's setting. What should I do to just skip the pressing thing and set EN as default choice in welcome screen?
