What are these folders for?

Hi,

I have a question. What are these folders for:

C:\Users\username\AppData\Local\Microsoft\Device Metadata

and inside: \dmrccache\downloads
\dmrccache\dmrc.idx

C:\Windows\System32\%LOCALAPPDATA%

an inside: \%LOCALAPPDATA%\Microsoft\Device Metadata\dmrccache\downloads
\%LOCALAPPDATA%\Microsoft\Device Metadata\dmrc.idx

When I delete the %LOCALAPPDATA%, it shows up again when I plug flash disk for example.
