What does a repair install fix?

Hi,
as the title suggest, I would like to know what a repair install can help fix.
At the moment I have a week old install of windows 7 and am having problems with it sleeping and the backup program always not find a specific file.

Do you think a repair install might help fix this?

Yes You Need to reinstall or repair your OS to fix this problems or if you dont want to waste your time you can post your problems here in Seven Forums.
