In addition to the tests suggested above:

A quick read of the issue on the web looks like a hardware driver issue - a missing, corrupted, or incorrect driver is causing the error. And, of course, failed hardware will also cause the driver not to load.

Some questions first:

  • Is this a desktop or laptop?
  • What external equipment is connected?
  • Can you enter your BIOS settings and tell us what devices are in there that could be disabled (LAN, Sound, USB, etc).
  • Have you added or changed anything recently?

And as always, if you fill out your System Specs the information could help someone help you. Thanks.

Is this a desktop or laptop?
Laptop, dell
What external equipment is connected?
nope
Can you enter your BIOS settings and tell us what devices are in there that could be disabled (LAN, Sound, USB, etc).
i don't know how to do that, i will look it up and see if i can figure it out...

Have you added or changed anything recently?
i have not, it was literally working one night, opened it next moring boom. works on safe mode tho.

Usually you press the F2 key just as the computer is starting to get into the BIOS settings. There is normally a note on the screen that tells what key to press to go to "Setup".

But

If you can get into Safe Mode there is a much safer way to do what I will suggest:

Once in Windows in Safe Mode navigate to the Device Manager and try this:
Navigate to the Network Adapters > Expand to Highlight the adapter device > right click > and choose Disable.
Test (See if you can boot normally)

If that does not work the Enable the Network Adapter, then
Navigate to the Sound, Video, And Game Controllers > Expand to Highlight the sound device > right click > and choose Disable.
Test (See if you can boot normally)
If there is more than one device do them all one at a time.

Mmmm. That means you may need to disable the device(s) - one at a time - from the BIOS. A bit more work. Be sure to note the original settings so you can set them back after testing.

But you get the picture here, right? Some device driver may be gumming up the works and you need to go down the list and turn them off and on, or disable them, or uninstall - until you find the offending source.

That is IF it is a hardware/driver issue, which is just one of the possible causes.
