Personally, I have not heard of this program. If you right-click on the program then click on Properties, you should get a properties dialog box. The Shortcut tab should have a "Start in:" location; possibly C:\Program Files or C:\Program Files (x86). You could then look for the "installedtime" folder, right-click the folder, and temporarily rename it. Use your computer for a while to see if anything stops working. If it does, go back to the "installedtime" folder and rename it back to the original name. If nothing breaks you can probably safely delete the folder.

When dealing with unknown programs it's also a good idea to check for malware. Run a full scan with your updated antivirus suite. No antimalware program is 100% effective 100% of the time. If there was such a thing we'd all be using it. So it's also a good idea to run some free on-demand scanners. These come highly reocmmended.

Malwarebytes

ESET Online Scanner

Windows Defender Offline

It's also a good idea to create a restore point (or even better, a system image)before changing or deleting things, just in case things don't go as planned. :)
