Outlook Express is a free version of Microsoft's e-mail program.

I don't believe that it is made anymore, as Microsoft has introduced Windows Live Mail to replace it.

Basically, Outlook Express and Windows Live Mail are programs which allow you to manage your e-mail on your computer. They support multiple e-mail accounts. It's the desktop equivalent of the website you use to access an e-mail account such as Hotmail, G-Mail, Yahoo Mail and others.

In the case that you are mistakenly referring to Outlook 2010 as OE 2010

Outlook 2010 is the continuation of Microsoft's paid e-mail management program. It's a beefed up version of the discontinued Outlook Express and currently used Windows Live Mail. It simply has more features than the free version known as Windows Live Mail.

Okay, well Outlook Express is the retired version of that program.

Outlook 2010 is the paid version of that program. It has more features and uses a different name, but serves the same basic purpose.
