This is a relativity tough one.
Um it has 6 nozzles, each of which appear to have some for of gauge.
These could be some form of pressure or temperature gauges.
I honestly want to say its a Hooka, but the nozzles are to big.
The fact its not wind up means its powered by heat or electricity.

The only question I missed, if you can call it that, was the one where the person asks..."is it to do with plants" well, although the answer is obvious.....My answer is Yes, it has to do with plants.

Ok the latest is I have gotten him to say that it is a Dispenser, now every one has to figure out what it dispenses, remember everything up to now has been wrong, so we need fresh ideas.

It mixes fertilizer with water and feeds the plants via one of it's six hoses. Or it's a plant washer and the six arms wave around under pressure to rinse off the plant leaves.
